Maybe there is a bug. Try defeat the boss and then mine Diamonds and then leave server. Wait 5minutes and join it again, maybe it will reset the cooldown.
The timers is for the boss you get dimands mainly from defeating the boss and sometimes if you mien the gold and iron enough it spawns a dimand but main way is defeating the boss
